The gradual recession of floodwaters across Cox’s Bazar, following eight consecutive days of intense rainfall, represents only a temporary respite rather than a definitive resolution of the crisis. Although water levels in the district’s two principal rivers, the Matamuhuri and the Bakkhali, are returning to normal, and meteorological forecasts indicate no immediate prospect of prolonged heavy rainfall, the situation remains fragile and warrants continue monitoring.
But the damage is already done. Seventy of the district’s seventy-one unions and all four municipalities have been affected. Nearly half the district’s land area was inundated. Thirty lives have been lost, including thirteen Rohingya refugees, with one person still missing. Over 1,600 houses and thirty educational institutions have been damaged. Approximately 1,624 kilometres of earthen roads, 201 kilometres of paved roads, 220 kilometres of brick surfaced roads, and seventy-nine bridges and culverts have been destroyed.
The numbers capture the scale of destruction but not the human cost: families returning to homes filled with neck deep water find furniture, rice, paddy, clothing, and documents soaked beyond recovery, with no idea how to start over. The gap between what has been distributed and what is needed remains vast. The district administration estimates that around 57,000 additional packets of dry food, 530 metric tonnes of rice, Tk 2.49 crore in emergency funds, 4,883 bundles of corrugated sheets, and 95,000 water purification tablets are still required. Many in remote villages say relief has not reached them at all.
Challenges (to look into)
The first and most fundamental challenge concerns the inadequacy of early warning systems and last-mile communication mechanisms. Although meteorological forecasting systems are capable of anticipating periods of heavy rainfall, such information does not consistently reach remote rural communities with sufficient timeliness or specificity to enable effective preparedness. In many cases, residents evacuated only after floodwaters had risen to life-threatening levels inside their homes rather than in response to advance warnings. The absence of timely, localised, and actionable alerts therefore results in an evacuation process that remains predominantly reactive rather than anticipatory.
The second challenge is the vulnerability of physical infrastructure. The sheer extent of road and bridge damage across Cox’s Bazar over 1,600 kilometres of earthen roads alone illustrates how poorly existing infrastructure is designed to withstand monsoon flooding. When roads wash out, relief cannot move, supply chains break, and economic activity halts. The damage of seventy-nine bridges and culverts compounds the isolation of remote communities precisely when connectivity is most critical.
The third major challenge concerns the restrictions of existing relief distribution systems in reaching the most vulnerable populations. Although the district administration has indicated that government assistance will be distributed progressively, such an approach may be insufficient in the context of immediate and acute humanitarian needs. A substantial disparity persists between the volume of relief supplies distributed and the estimated level of demand. Furthermore, reports from remote areas suggest that current distribution mechanisms frequently fail to reach geographically isolated and highly vulnerable communities, thereby reinforcing existing inequalities in access to emergency assistance.
Another challenge is the destruction of household assets and livelihoods on a scale that pushes families into debt and destitution. When rice, paddy, furniture, and documents are all destroyed simultaneously, recovery requires capital that most affected households do not possess. Without targeted financial and material support, the flood’s aftermath becomes a poverty trap rather than a temporary setback. Sadly, to add to this, the health risk that follows receding floodwater remains a terrifying fact. Stagnant water, contaminated sources, and damaged sanitation infrastructure create conditions for waterborne disease outbreaks. The demand for 95,000 water purification tablets signals that officials recognise the risk, but the quantity requested barely scratches the surface of what a population across seventy affected unions require.
The vulnerability of displaced and refugee populations injects more pain in the wound. Thirteen of the thirty fatalities were Rohingya refugees, underscoring how settlements built on marginal, flood prone land amplify the disaster’s human toll for those who already possess the fewest resources and the least mobility to escape.
Immediate Government Steps
In the urgent term, the government must close the relief gap with urgency and transparency. The estimated shortfall of 57,000 dry food packets, 530 metric tonnes of rice, and Tk 2.49 crore in emergency funds should be mobilised within days, not weeks. A publicly accessible real time dashboard tracking relief distribution by union and by day would enable accountability and help identify underserved areas before they become crisis points.
The government must deploy mobile medical teams to all affected unions immediately. Water purification tablets alone are insufficient; oral rehydration supplies, antibiotics, and vector control measures must accompany them. Health surveillance for waterborne disease outbreaks should begin now, before cases multiply, rather than after.
For families who have lost household assets entirely, direct cash transfers offer the fastest path to recovery. Cash enables households to prioritise their own needs, stimulating local markets simultaneously. The government should expedite disbursements through existing social safety net channels and mobile financial services, reducing bureaucratic delays that convert acute need into chronic deprivation.
Temporary shelter materials, particularly corrugated sheets, must be prioritised for delivery to the most remote and worst affected unions. The district’s reported need for nearly 5,000 bundles reflects repair requirements that, if unmet, will leave families exposed to subsequent rainfall. Roads and bridges that have been damaged should receive emergency repairs sufficient to restore connectivity for relief vehicles, even if full reconstruction must await the dry season.
The government must also establish transparent complaint and feedback mechanisms for relief distribution. When remote communities report receiving nothing while others have been served, the system’s legitimacy erodes. Grievance channels accessible by mobile phone can help identify distribution failures quickly and correct them.
Longer Term Policy Reforms
Over the longer term, Bangladesh must rethink its approach to flood risk from reactive disaster management to proactive risk reduction. This begins with overhauling the early warning architecture. The country needs localised, river basin specific flood forecasting models that integrate rainfall data, river gauge readings, and topographic mapping. These systems must be linked to last mile communication networks through community radio, mobile alerts, and volunteer networks capable of triggering evacuation before water reaches neck level in anyone’s home.
Infrastructure standards must be revised to reflect the reality of intensifying monsoon patterns driven by climate change. Embankments, roads, bridges, and culverts in flood prone coastal and hill districts should be designed to higher resilience thresholds, incorporating drainage capacity that accommodates sustained rainfall over multiple days rather than single event peaks. The repeated destruction of the same kilometre of earthen road each monsoon is not a natural disaster; it is a design failure that policy must correct.
Land use planning requires fundamental reform. Construction on flood plains and hill slopes in districts like Cox’s Bazar must be regulated rather than tolerated through inertia. Settlement patterns that concentrate vulnerable populations, including Rohingya refugees, in high-risk zones reflect planning deficits that no amount of relief can compensate for. Zoning enforcement, building codes, and resettlement policies must anticipate rather than accommodate flood risk.
The country needs a dedicated and adequately funded national flood insurance mechanism. The current model, in which households bear the full cost of asset loss and the government distributes ad hoc relief, is fiscally unsustainable and socially unjust. A parametric insurance scheme triggered by verified rainfall or river level thresholds could deliver rapid payouts without requiring time consuming damage assessments, enabling households to rebuild before poverty sets in. But the unfortunate matter is, the Bangladesh government only focuses on flooding when it happens, not when it can be prevented.
Community based disaster preparedness must become institutionalised rather than episodic. Training programmes, stockpiling of emergency supplies at the union level, and regular simulation exercises build the social infrastructure that matters as much as physical infrastructure when floodwaters rise. These programmes require sustained funding and coordination between local government, civil society, and community organisations.
Regional water management cooperation must be pursued with greater diplomatic urgency. I have discussed this matter in a previous editorial in this bulletin. Much of the flooding in Bangladesh’s eastern districts is influenced by transboundary river flows and upstream land use changes. Without cooperative frameworks with India and Myanmar on water data sharing, early warning coordination, and watershed management, Bangladesh will remain structurally unable to manage floods that originate beyond its borders.
The Cox’s Bazar flooding is not an anomaly. It is a recurring pattern that intensifies with each passing monsoon, exposing how much remains unchanged between one disaster and the next. The misery that persists after floodwaters recede is not inevitable; it is the consequence of systems that respond when it is already too late.
Reforming those systems, from the architecture of early warnings to the standards of roads and the design of insurance, is not discretionary. It is the difference between a nation that survives its floods and one that merely endures them.
